Dr. Ahmet Çağrı Yılmaz is a scholar of criminal law and international criminal justice, and serves as Director of Comparative Legal Initiatives at STAR Scholars Network, where he leads efforts to advance comparative and international legal scholarship across jurisdictions and legal traditions. He is an Assistant Professor in the Department of Criminal Law and Criminal Procedure Law at Yeditepe University Faculty of Law, where he previously served as Legal Counsel and Chief Legal Counsel before joining the faculty. He holds a law degree, a master’s degree in international law, and a Ph.D. for his thesis on organized crime in criminal law.
Dr. Yılmaz’s research addresses organized crime, international criminal law, INTERPOL Red Notices, white-collar crime, and children’s and victims’ rights. He is the author of two books, Organized Crimes in Criminal Law and Red Notices in International Criminal Law, and is a certified mediator and conciliator.
Before entering law and academia, Dr. Yılmaz served as an officer in the Turkish Armed Forces, where he completed NATO training in the Law of Armed Conflict, Rules of Engagement, and Hague and Geneva Law — a background that continues to inform his work at the intersection of criminal justice, international law, and human rights.
At STAR Scholars Network, Dr. Yılmaz is building a portfolio of signature initiatives — including a recurring Comparative Law Forum, the Law Across Borders discussion series, a Global Legal Scholars Network, and collaborative cross-jurisdictional research projects — connecting scholars, practitioners, and institutions across legal traditions worldwide.
