
The STAR Scholars Network proudly announces the appointment of Dr. George R. Boggs, one of the most influential leaders in higher education, to its Advisory Board. Dr. Boggs brings decades of visionary leadership, scholarship, and global engagement to the Network’s mission of advancing research, innovation, and international collaboration.
Dr. Boggs is President and CEO Emeritus of the American Association of Community Colleges (AACC) and Superintendent/President Emeritus of Palomar College in California. A nationally respected leader, he has authored more than 100 publications and continues to serve as an active consultant, teacher, and speaker. He teaches doctoral-level courses on emerging issues in higher education at San Diego State University and Kansas State University and lectures in several other university programs.
With academic credentials spanning chemistry and educational administration from The Ohio State University, UC Santa Barbara, and The University of Texas at Austin, Dr. Boggs has shaped national and international conversations on student success, learning outcomes, and institutional innovation. His leadership of Palomar College’s Vision Task Force produced the seminal 1991 Vision Statement, which launched the Learning College movement—now foundational to contemporary student success initiatives.
Dr. Boggs has held influential roles across the sector, including Chair of the Phi Theta Kappa International Student Honor Society Board, co-principal investigator of the NSF-funded Community College President’s Initiative in STEM Education, and Chair of the Organizing Committee for the National Academy of Sciences’ 2011 STEM Summit. His service extends across major boards and commissions, including the National Science Foundation, American Council on Education, ETS, WASC, ABET, the National Center for Postsecondary Research, and the World Federation of Colleges and Polytechnics.
His contributions have been recognized with prestigious honors, including the AACC Leadership Award, PBS’s Terry O’Banion Prize for Teaching and Learning, the Marie Y. Martin National CEO Award, and numerous national and international distinctions.
